So, the bottom line is, he played for Farnborough after the transfer deadline so, although he was released later in September, he is, and always was, ineligible?

If the current rules are that he is ineligible because i cant find clarification on that in terms of signing from the Evo stik.

The rules are very clear. You can't sign someone except during the transfer window. It doesn't matter that his last club, before he was released from contract in September, was the Isthmanian League. You can only sign free agents who were released before the end of the transfer window.

You can sign who you like, they are just ineligible to play. As Regis played for Farnborough we will need to await any potential sanctions for the two games / comps he did play in. The player is a bit dim not to highlight it as well.
