Not literally, that is more of a bet between friends, but the bookie normally says your bet to his assistant who prints the ticket and gives it to you, then you pay. There is no equivalent of printing the ticket here.

No in English law a contract is formed on the basis of offer and acceptance. weareskint made an offer, cheeky and a few others accepted. A contract was therefore formed, which if cheeky wanted to he could enforce.
