Sadly the emphases of the suggestion is towards punishment not solution. Punishment not aimed at the culprits but at the venue they visit.

It may be a deterrent to the faithful but who is to say its the faithful chanting and whats to stop them moving to a different part of the ground. It doesnt address the problem or look at solutions its just a big stick approach. The answer could be to weed out the culprits and for the club to publicly show resolve and administer banning orders followed by police/court/criminal action if viable.

It hardly encourages people to come forward to complain about/identify the culprits, in fact it could have the opposite effect given that the club they support would be penalised if they do.

If the club did/does nothing to address the problem then punish the club. Something has to be done but I dont think this suggestion would help in any way at all.
