Celtic and rangers can join if they start in conference north

What about the other Scottish teams? Taking away their 4 biggest gates of a season?

What are they going to consult the fans about. The Brexit referendum divulged more information that that pile of pap. And for Emile, Celtic and Rangers can join the EFL when hell freezes over. never mind some highish level in the pyramid.

The only way the lower league clubs supporters can hit back, is all those that have sky subscriptions for sports channels, is to dump it, and let the Premier league clubs squirm, when sky can't pay them the millions of pounds, then the Premier clubs can come back to the real world, the same as the lower league clubs have too, and live within there means, and bring local talent back into their system.

Doesn't matter which league they join, it would destroy Scottish football to a greater extent than English football. The bigger problem is in the future when foreign owners, US, Chinese, etc own enough clubs to have the majority in voting rights (2/3s I think). They will then have a lot more control over the FA/FL without been held back by the traditional club owners.
