Hulligan began his career at Liverpool before joining Vale in a £10,000 joint club record buy in 1948.

He made his debut in 1948 but soon broke his ankle forcing him to miss the rest of his first season.

He was an ever-present in 1950-1951, the first season at the Vale Park stadium.

However, he found himself out of favour during the 1953-54 Iron Curtain season, making just five appearances and in 1955 he was transferred to Northwich Victoria.
