Hooper scored twenty goals in 29 appearances for Havant and Waterlooville last season. He will add competition to the Vale forward line.
The Valiants lost Tom Pope and Ben Williamson in the summer, leaving Achille Campion and Louis Dodds as the only remaining forwards. But in a busy summer period, the side have since added AJ Leitch-Smith and Uche Ikpeazu and promoted youngster Enoch Andoh to their forward ranks.
